Appointed by the Presidential Decree of 9 July, Cécile Dubarry, current Director-General of ARCEP, will become Institut Mines-Télécom’s Executive President for a five-year term. She will officially take up her duties on 19 August 2024. Cécile Dubarry was appointed on the proposal of the Ministry for the Economy, Finance and Industrial and Digital Sovereignty, after approval by the IMT Board of Directors following a call for applications.

Cécile Dubarry a occupé des postes de haute responsabilité dans le domaine des media et du numérique, notamment à l’Arcep où elle était Directrice générale depuis 2017. À ce poste, elle a supervisé des projets de grande envergure tels que la mise en œuvre du « New deal mobile » et les appels à candidatures pour les fréquences 5G. Auparavant, elle a été Cheffe du service de l’économie numérique à la Direction générale des entreprises (DGE) du Ministère de l’Économie et des Finances de 2009 à 2017, où elle a piloté des politiques publiques en soutien à l’industrie du numérique et à l’innovation technologique. Son parcours inclut également des postes de direction au sein de la Direction du développement des media de Matignon, où elle a mis en œuvre des projets législatifs majeurs pour la modernisation de la diffusion audiovisuelle de 2002 à 2009. Cécile Dubarry a débuté sa carrière en 1994 à la Direction générale des postes et télécommunications.
The main challenges for her term will be to implement IMT’s strategic plan and its Objectives and Performance Contract (COP) for 2023-2027 by ensuring the positioning of Institut Mines- Télécom in four strategic areas – Digital sovereignty and sobriety, Responsible industry of the future, Circular energy-economy and society, and Health and wellness engineering – in addition to the development of education, research, innovation and support activities for
companies.
At 55 years old, Cécile Dubarry is a General Mining Engineer and a graduate of Télécom Paris. She holds a master’s degree in physics (D.E.A. in solid-state physics) from the École Normale Supérieure. She represents the State on several boards of directors and serves as chair of investment committees.
